La serie arranca en 49 A.C., cuando el general romano Julio César entra en la ciudad de Roma, para luchar contra su enemigo Pompeyo Cneo Magno que había conseguido el apoyo de los optimates en el senado para declararlo injustamente como enemigo de Roma y desterrarlo. Julio Cesar apoyaba a la plebe y tenía su cariño por las conocidas reformas que pretendía hacer en beneficio de los menos desfavorecidos y perjudicando a los patricios. Esto molestó mucho a los nobles de Roma y tomaron la decisión de deshacerse de este personaje molesto. Para ello consiguen convencer a su amigo Pompeyo y ponerlo en contra de Cesar. Cesar nunca llegó a convertirse en dictador ya que mientras él vivió Roma continuó siendo una república y continuó siendo regida por el senado. La decisión que tomó es la de ser Cónsul hasta que la paz se restableciera, lo cual no llegó a ver al ser asesinado por sus enemigos. Ante esto, su hijo adoptivo (sobrino-nieto) Octavio Augusto tomó el poder y fundó el Imperio Romano, con él como Emperador. Para ambientar este cambio histórico, la serie se basa no sólo en aquellos poderosos que promovieron el cambio, sino en las vidas de dos legionarios, Lucius Vorenus y Titus Pullo, personajes que, si bien aparecen en el Libro V de los Comentarios de la Guerra de las Galias, su versión cinematográfica no se corresponde con la realidad (en concreto, habrían sido dos centuriones de la IX legión).
